INVITATION FOR APPLICATIONS FOR AN EXTERNAL CHAIRPERSON OF THE AUDIT AND RISK COMMITTEE OF ARTSCAPE

Artscape is a Schedule 3A public entity under the Public Finance Management Act, 1999, and was constituted in terms of section 3 of the Cultural Institutions Act, 1998.  Artscape’s objective is to advance, promote and preserve the performing arts in South Africa, but predominantly in the Western Cape. 

Artscape requires the services of an external member to serve as Chairperson of its Audit and Risk Committee.  The Audit and Risk Committee is an independent Committee established i.t.o Section 77 of the PFMA and Treasury Regulations, to review internal controls, governance and risk management within the institution

Requirements

Applicants must be a Chartered Accountant (SA), have at least 10 years’ experience and/or knowledge in the following areas:

  • Public sector and public finance (PFMA)
  • Corporate Governance and King IV
  • Chief/senior public sector audit/accounting executive
  • Legal experience relevant to running a public entity such as Artscape 
  • Risk Management
  • Information, Communication and Technology management
  • Management experience in cultural or public funding organisations
  • Internal audit
  • External audit
  • Previous experience as a member of a public sector Audit and Risk Committee will be required. 

Key Functions

The Committee serves and reports to the Board to enable it to fulfill its oversight responsibility. The Chairperson of the committee would be expected to carry out his/her responsibilities in terms of the approved Terms of Reference of the Committee, the Public Finance Management Act and Treasury Regulations.

Term of Office and Remuneration

The appointment period will be until the 8th of December 2027.

The Committee meets at least four times a year and the appointed member will be remunerated in accordance with National Treasury Regulations.
